For nearly 3 decades Hayes served the City of Rogers as a police officer, and served as Police Chief from 2015-2021. He currently serves on the Civil Service Commission.
During Hayes' time as chief, he managed a multi-million dollar budget and a department with 180 employees. The department also maintained their CALEA Accreditation under Minor's leadership, earning accreditation from CALEA is a voluntary process and only approximately five percent of law enforcement agencies are accredited in the United States.
As a point of practice, Hayes attended council meetings whenever possible during his time as Chief, fostering relationships and learning the ins and outs of the Council. This experience will allow Hayes to hit the ground running when he joins the Rogers City Council.

Hayes’ commitment to our city is a family legacy that began when his parents moved to Northwest Arkansas in the 80s, bringing with them a tradition of service. Following in his father’s footsteps, Hayes joined the Rogers Police Department in 1994, dedicating the next 27 years to ensuring the safety and well-being of our community. Rising to the position of Chief in 2015, Hayes managed a multi-million-dollar budget and led a team of 180 personnel, all while fostering a culture of trust and collaboration.
Since his retirement in 2021, Hayes has felt a strong call to continue his service in a new way. Now, he is running for Rogers City Council to continue to build on the success of his hometown. Hayes’ extensive experience, coupled with his unwavering dedication, make him the right choice to join the Rogers City Council. He will draw on his decades of leadership experience to help address our city’s challenges and seize its opportunities. As a candidate for City Council, Hayes Minor is committed to leveraging his knowledge and passion to enhance the quality of life in Rogers, making it a better place for everyone to live, work, and play.
The values of service and commitment that Hayes and his wife, Kim Minor, have instilled in their three children have come full circle. Each of their children followed in their footsteps, dedicating their own careers to public service. His eldest daughter teaches 7th grade math, his oldest son is a third generation police officer, and his youngest has served the Rogers Fire Department for the last 5 years. This family tradition reflects the strong moral compass and dedication that Hayes and Kim have championed for over 30 years of marriage. The Minors' commitment to serving their community is not only a family legacy but also a testament to their enduring influence on those around them, further underscoring Hayes’ readiness to contribute meaningfully to the Rogers City Council.
